Buffalo Refuge Management Disputed


To James Steele Jr., council chairman of the Confederated Salish and Kootenai Tribes, the issue of who should control the National Bison Range is a no-brainer. . . . A plan for the tribes to gradually assume some duties at the refuge dissolved in acrimony this week when the U.S. Interior Department's National Fish and Wildlife Service canceled the tribes' management arrangement and ordered tribal employees off the Bison Range.
