If there’s any industry that is fully capable of self-regulating about smoking, surely it’s the New York City restaurant business. It seems clear that the market is thoroughly adept at adjusting to customers who prefer a smoke-free environment, if they request it, and equally capable of catering to others who wish to have a cigarette after dinner.
