White House and F.D.A. Often at Odds

“Congress gave the power to regulate food, drugs and other health products to the nation’s health secretary, but that authority was for decades delegated almost wholly to the F.D.A., which jealously guarded its independence.” (New York Times)  

They keep squabbling, the individual keeps losing.
